Draft regulation attempts to entice scientists

The Vietnamese government has issued a draft regulation to encourage foreign scientists and experts and Vietnamese scientists living abroad to participate in scientific research and the transfer of new technology at local universities.

According to the draft regulation, the government will provide accommodation, work places and means of transport for scientists who contribute to the sponsorship, scientific research and implementation or transfer of new technologies at Vietnamese universities.

The scientists and families will be also provided with visas and social insurance during the working time in Vietnam. They will also be exempted from personal income tax.

Other benefits relate to study and medical treatment, which will also be applied to their family members. The scientists and experts will be allowed to hire or buy houses at preferential prices. They can buy land or facilities for training or scientific research. They can also chair or join science or technology activities or instruct post-graduates.

They will be offered intellectual property right protection for their scientific research results besides enjoying preferential fees in terms of registering these rights.

Those who make major contributions will be entitled to be appointed to key positions at universities or national key science or technology projects.
